General Rules and Regulations

  • To maintain the proper environment and make the most of library services and resources.

  • Users may access the library during the opening hours which are posted on the library bulletin boards and library website.

  • Users need a valid Identification card to enter the library. External users should be over 18 years of age and a valid Identification card with photo.

  • External users should store your personal belongings such as backpack, bag in a locker, the library assumes no responsibility for any loss or damaged of them.

  • The Library is not open to external users from two weeks before the exams to the end of the exams, and the reading area are only for CMU members. 30 concurrent external users are limited.

  • Temporary library card should be returned to the circulation desk, if lost or damaged will be charged NT$100.

  • It is not allowed to move any facilities or to occupy seats, once you leave your seat over 30 minutes, which will be opened to other users. Personal possessions should not be left unattended.

  • Users should keep clean and silent, also turn off the ringer or set to vibrate of your cell phone or any communications equipment at the library.

  • Users should behave decently and properly attired. Foods and drinks are not allowed in the library, water is permitted as long as they have a container with lids.

  • Library's public computer terminals are for webpac search and to access e-resources only, which not allowed to access to bulletin board systems (BBS), online chat or online games.

  • Any deliberate and unauthorized removal of library materials or facilities will be reported and consequences enforced.

  • The library reserves the right to inspect personal belongings for concealed Library materials.

  • All library users are asked to comply with the regulations and policies for the quality and the environment of all.

  • This Library Use Regulations and revised are implemented after being checked by library affairs meeting.

Circulation Policy

The library serves mainly CMU faculty and staff, students, hospital staff, alumni, retirees, as well as adjunct faculty and hospital staff, research assistant, intern, doctor in training and students of extension education programs. (period is more than three months)

All eligible users should present their valid library cards when checking out library materials.

Borrowing
Library materials shall be checked out in person, people with disabilities may authorize people to check out the items with authorized document and library card.

Renewal

  • Users can renew their books 5 days prior to the due date except for materials on holds for another user or the items in your record are overdue.

  • Renewal period is one week.

  • Adjunct faculty and hospital staff, research assistant, intern, doctor in training and students of extension education programs who Renewal are not allowed.

Holds

  • Users may place a hold on a circulating book which is currently checked out by another user.

  • 5 items maximum per user, 5 users maximum per item.

  • When books placed on hold are returned to the Library, the user who requested the hold should pick up the book within 5 days. Otherwise, the book will be moved to the next user placing a hold.

  • Adjunct faculty and hospital staff, research assistant, intern, doctor in training and students of extension education programs who can’t place holds.

Overdue

  • Fines for overdue are NT$2 per item per day.

  • When a overdue book returned, fines should be paid or can be replaced with volunteer service, per hour is NT$100.

  • Users with overdue items and unpaid fines cannot borrow, renew or place holds.

Non-Circulating Collections

  • References, computer files, periodicals and audio-visual materials are in-library use only. Audio-Visual Materials Circulation Policy are implemented individually.

  • Faculty and staff may check out periodicals for instructional purposes. Every single request is up to 3 items for 2 days.

Senior yearbook is for official use only, thesis and dissertation are based on the authorization. Both materials cannot be reproduced without permission.
 



Non-Certified Staff

Checked out items should be returned when renew library card.


Replacement for Lost and Damaged Items

  • Principle of the replacement
    If a single item is lost, replacement of original or newer edition is allowed. Compensation for out-of-print books or a replacement that cannot be found is four times price as the time of purchase.
    If the lost item is a part of series, which cannot be acquired alone, the user must replace the whole series or pay the total price of the series.
    When the price at the time of purchase is unknown, compensation for Chinese books are NT$500 per item; for western language books are NT$3000 per item.
    Books published in Mainland China, when the total number of pages in a book was over 100, NT$10 per page should be charged; when under100, users will be charged the cost of 100 pages.
    If the lost book is reported after the due date, fines should be paid, lost and damaged Items will be subject to Principle of the replacement. Users are not allowed to make any photocopy illegally.
    If the compensation for Chinese books are over NT$500, for western language books over NT$3000, two-thirds of fines can be replaced with volunteer service, per hour is NT$100. Less than one hour will be treated as one hour.

  • Period of the replacement
    If users lose any items checked out, compensation or replacement must be made within 28 days. When the compensation involves currency exchange, exchange rate is in accordance with Foreign Exchange Rate of Bank of Taiwan.

Any deliberate and unauthorized removal of library books will be subject to Principle of the replacement and borrowing privileges will be suspended for one year. Visitor who violates these polices will result in a suspension of access to the library.

Library Cards

  • Library cards is for personal use only. Lending of library cards is not allowed. Violations will result in a 6-month suspension of borrowing privileges and should return the books checked out.

  • Users should report to the Library and declare the lost card. A charge of NT$100 will be made for the replacement of a lost card.

Recall

  • The Library reserves the right to recall any checkouts for the purpose of inventory management, cataloging or binding.

  • Users who resign or quit (graduate, expelled, transfer schools, defer, complete a course) must return all borrowed books two weeks before their official paperwork can be processed. Replacement for lost and damaged Items will be subject to principle of the replacement.

  • Users should return all borrowed items before go abroad on a business trip, study overseas or transfer a post domestic. If result in checkouts overdue which will be subject to overdue of Circulation Policy.

    This policy and amendments are implemented after being passed by the University Affairs Meeting.

Guidelines for Photocopy

Location Ÿ
Photocopy machines are available on each floor in the Library.

Instructions Ÿ

  • Copy cards are available for self-service machines, users can buy copy cards at the interlibrary loan desk. Ÿ

  • The Library assumes no responsibility for any loss or damaged of the copy cards. Ÿ

  • Users can apply for refund or change for a new copy card when the library renew a contract.

Card fee Ÿ

  • NT$100 per card (100 points) for CMU faculty, students, staff, and members of CMU library. Ÿ

  • NT$150 per card (100 points) for Non-members. Ÿ

  • It cost 1 points per page of any size photocopying. Users should respect intellectual property rights and the copyright laws.

Guidelines of Intercampus Loan Services


Scope of the intercampus loan service

  • The service is based on “China Medical University Library Circulation Policy.

  • The Libraries’ Intercampus Loan service allows eligible users to request books to be transferred between Taichung Main Library and branch libraries which include Beikang Library and An-Nan Library

Eligibility

The eligible users are based on Circulation Policy.

Procedures

  • Intercampus Loan requests can be made online.

  • It will be made to deliver in 2-3 business days.

  • The libraries will send a notice via Email or Telephone.

Pick-up Location

  • Taichung Main Library Circulation Desk, on 9F of LiFu Education Building

  • Beikang Library Circulation Desk, on 4F of Education Building

Notes

  • Audio-visual materials and references are NOT open to the intercampus loan service.

  • The loan Items will remain on hold for 5 days, After twice overdue to pick up the request books, the intercampus loan privileges will be suspended for three months.

  • Users will be charged with overdue fines, which are based on Circulation Policy.

    This guidelines and amendments are implemented after being passed by the Library Committee Meeting.

Audio-Visual Materials Circulation Policy

Eligibility
Current faculty, staff, students, retirees, alumni, members of the Library.

Opening hours
In accordance with library hours. All loans must be completed 30 minutes before the Library closes.

All eligible users should present their valid library cards when checking out library materials or in-library use.

Non-Circulating Collections Ÿ

  • Medicine and Related Subjects materials Ÿ

  • Current issues of language periodicals, slides, microfilm, graphic materials, X-ray, databases, Diorama, and newspapers.

  • Faculty and staff may apply for checking out non-circulating collections for instructional purposes. 2 items can be loaned for 3 days. Overdue fines will be NT$20 per item per day. Ÿ

  • Library reserves the right to limit materials checked out.

Food, drink, cell phone conversations and disturbing noise are not allowed in the Library.

Only public presentation edition can be used in-library and one item can be borrowed at a time.



Overdue

  • Fines for overdue are NT$20 per item per day.

  • Borrowing privileges will be suspended for those who have overdue items or unpaid fines.

Replacement for Lost and Damaged Items

  • If a single item is lost or damaged, replacement edition should be the same as the time of purchase.

  • When a replacement copy that cannot be found or out-of-print, users can replace a copy permitted by library or two times price as the time of purchase.

  • If the lost item is a part of series, which cannot be acquired alone, the user must replace the whole series.

Media must be returned directly to the audio-visual materials circulation desk. It is not allowed to be deposited in a book-drop box, if damages occurred, users should be responsible for them. For those that do not fit the above circumstances, will comply with all applicable regulations of the library.

The primary purpose of viewing room is for small groups to view media or for groups to practice presentations. Users can be reserved in advance , also still can reserve the room for uses other than media viewing, but it will be a lower priority if someone needs the room for media viewing.

Users are responsible for the condition of the room and equipment, please immediately report any equipment that is damaged or not working to staff. For assistance please go to the audio-visual materials circulation desk.

Users are expected to comply with the Library's policies, any violations will result in a compensation and suspension of borrowing privileges.

Users must respect intellectual property rights and obey the copyright laws. Responsibility for any consequences of copyright infringement lies with the user.

This policy and amendments are implemented after being passed by the University Affairs Meeting.

 ▶ Study Room Regulations

Eligibility

  • Current CMU faculty, graduate students, hospitals’ visiting staff and research staff. Ÿ

  • Undergraduate students who can apply with advisor’s approval.

Application

  • Online Ÿ The study room reservations is on a monthly basis. Ÿ

  • The Verification email will be sent in one day.

Loan Period
The loan period is up to seven (7) days, and can be renewed once if there is left vacant.

Terms of use

  • Study Room reservations are taken on a first-come, first-served basis through the website. It is restricted to swap or transfer to others, any violation may result in suspension of access to library study rooms. Ÿ

  • Users can’t make another reservation for study rooms in using. Ÿ

  • Users are required to have a valid ID to check out study room key, and return it before the library is due to close every day. Overdue fees for study room keys are NT$10 per day, If users lost the keys will be charged NT$100. Ÿ

  • Library staff will remove the user’s personal belongings if he/she doesn’t check-out by time and library is NOT responsible for keeping them. Ÿ

  • Users are responsible for any damages to the facilities in the rooms. Ÿ

  • Non-academic activities is NOT ALLOWED in the study rooms, Violations will result in a 6-month suspension of reservations. Ÿ

  • The Library is not liable for loss or damage to personal property. Ÿ

  • The key holder may be requested to vacate rooms for administrative reasons. Ÿ

  • Users do not check in twice or two consecutive days after reservation who will be suspended study room privileges for 3 months.

Guidelines of Interlibrary Loan Services

The Interlibrary Loan service is to obtain material which is not available of the CMU library collections. This service may also to help non-members to get materials which held by CMU library.

Eligibility Ÿ
All currently faculty, staff, students and members of the library. Ÿ ‧Members of Nationwide Document Delivery Service.

Hours
Monday ~ Friday 8:00 ~ 22:00
Saturday ~ Sunday 09:00~17:00

Request

  • Domestic resources: Book loan or Photocopy for journal articles, book chapter, and thesis.

  • Foreign resources: Photocopy. Ÿ

  • Requests will be through the Nationwide Document Delivery Service System, online at https://ndds.stpi.narl.org.tw/index.jsp?ln=en.

Cost

  • Service to other libraries
     
    By mail: NT$3 per page, plus a service charge of NT$20, NT$100 per items, registered mail extra postage is required.
     
    By Ariel: NT$5 per page, plus a service charge of NT$20. Ÿ

  • Request from other libraries.
     
    Cost will be in accordance with other libraries. Ÿ

  • For those that do not fit the above circumstances, will comply with all applicable regulations of the library.

Reading Room Regulations

Eligibility
Current faculty and staff, immediate relatives, students, alumni.

Hours
Regular semesters 7:00 ~ 22:00 Exam period 7:00 ~ 24:00
Remarks:
Library reading room will be closed for special occasions, which will be posted on the library bulletin boards and library website.

A valid library card: staff ID, student ID, library card for relatives and alumni are required to enter the reading room. Lending of library cards is not allowed, violations will be suspended the access privileges for 3 months.

Users should keep quilt, turn off the ringer or set to vibrate of your cell phone when you arrive at reading room.

Foods and drinks are not allowed, also leaving personal belongings in the reading room.

Users are not allowed to occupy seats, once you leave your seat over 30 minutes or longer, which will be opened to other users.

Reading room is for public use, it is restricted to move any facilities.

Any who violate this regulations will be subjected to CMU or CMUH concerned.

This Study Room Regulations and amendments are implemented after being checked by Library committee meeting.

Regulations for Serving Non-CMU Members

Eligibility
Academic professionals and medical professionals.

All external users should go to circulation desk to get a temporary library card when visiting the library.

Non-CMU internship may apply for library card by their tutors. Library privileges will comply with Resources Application for Intern and Exchange Students.

The library appreciates donations. Donors may apply for library cards, application and library privileges adhere to Library Development Foundation administration regulations

Apply for a library card

  • Proof of current employee identification and 2 of applicant’s photos are required.

  • Fill out the application form and proof of donations.

  • Minimum Donations: NT$2000.

  • Security Deposits: NT$3000.

Services

  • Audio-visual materials In-library use only.

  • Walk in Access to E-Resources.

  • Library instruction classes.

  • Journal articles photocopy.

  • Interlibrary loan.

If library card is lost or damaged, replacement charge will be NT$100.

Library cards are valid for 1 year, security deposits will be refunded if users do not renew the membership.

Services for non-CMU members will comply with all applicable regulations and policies of the library.

This regulations and amendments are implemented after being passed by the Library Committee Meeting.
